The Nine Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, fire protection, and television relay and translation improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the Town of Erie on August 13, 2019, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Erie, Boulder County, Colorado and it is within the boundaries of the Highway 287 Urban Renewal Plan (“Urban Renewal Plan”). The Town of Erie Urban Renewal Authority (the “Authority”) carries out the Urban Renewal Plan. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the Town of Erie does not provide.
The District may incur a maximum debt of $20,000,000. Revenues pledged by the Authority may be used to repay such debt.
The District may not assess a mill levy to repay such debt.
The District must file an Annual Report with the Town of Erie, the Division of Local Government, the State Auditor, and the Boulder County Clerk & Recorder.
The District’s boundaries overlap with the boundaries of Boulder Valley School District No. Re-2, Boulder County, Town of Erie, Mountain View Fire Protection District, High Plains Library, Urban Drainage and Flood Control District, Town of Erie 287 Urban Renewal Area, and Regional Transportation District.
